Dr. Muthukumarasamy B. is an IAS Officer of 2007 batch of Uttar Pradesh cadre. Born on 09.05.1975 in Karur District, Tamil Nadu, India.He has passed his bachelor’s degree in Veterinary Science and Animal Husbandry (BVSc&AH)from Madras Veterinary College, TANUVAS, Chennai. He has also obtained his Master’s degree from the Faculty of Animal Nutrition from Orissa University of Agriculture and Technology, Bhubaneswar, Orissa with first division. He has good command on Tamil, English& Hindiand is fluent in these languages.
During his more than 19-year career, he has served on many key administrative profiles, including Secretary in the Department of Finance, Govt. of Uttar Pradesh. He has also served as Divisional Commissioner, Mirzapur, and District Magistrate of Mahoba, Farrukhabad, Chitrakoot and Ballia, Chief Development Officer, Jhansi, Uttar Pradesh and Managing Director, U.P. Medical Supplies Corporation Limited, Department of Health & Family Welfare, Lucknow, Govt. of Uttar Pradesh. He served as Chairman, Sharada Command Area Development Authority, U.P. He played immense role in the Development, Industry & served as Special Secretary Industrial Development Department as well as Additional Chief Executive Officer Invest, U.P. He has also served as the First Secretary, Development Corporation in the Embassy of India at Yangon, Myanmar from 2016 to 2019 in the Ministry of External Affairslooking after international projects funded by GoI in Myanmar.
Dr. Muthukumarasamy B., IAS, joined the Department of Animal Husbandry and Dairying (DAHD), Ministry of Fisheries, Animal Husbandry and Dairying, Govt. of India, as Joint Secretary on June 16, 2025. Dr. Muthukumarasamy B. has taken charge of Chairman, Animal Welfare Board of India, Ministry of Fisheries, Animal Husbandry and Dairying w.e.f. 01.10.2025.
Dr.Muthukumarasamy B., IAS, has undergone various professional and leadership development programmes, including the Mid-Career Training Programme(Phase III) conducted by the Government of India, the Multidisciplinary Perspectives on Urban Development Programme at the National Institute of Advanced Studies, Bangalore, and the Inner Engineering Leadership Programme at the Isha Foundation, Coimbatore.
